The 2025 Budget Law has introduced significant changes regarding the recognition of Italian citizenship iure sanguinis, meaning through descent from Italian ancestors. These updates aim to regulate and standardize procedures both nationally and internationally.
Increase in Fees for Applications Submitted Abroad
Starting January 1, 2025, Article 1, paragraph 639, of the Budget Law increased the consular fee for applications for recognition of Italian citizenship iure sanguinis submitted by adults at Italian diplomatic-consular offices. The fee has risen from €300 to €600. Moreover, paragraphs 640 and 641 stipulate that 50% of the proceeds from this fee will be reallocated to the Ministry of Foreign Affairs and International Cooperation (MAECI). Of this sum, half will be allocated to the operation of foreign offices and other capital expenditures, while the other half will be distributed among consular offices in proportion to the fees collected.
Introduction of Fees for Applications Submitted in Italy
For applications submitted directly in Italy, paragraphs 636-638 of the same law allow municipalities to charge an administrative fee of up to €600 for each adult applicant seeking recognition of citizenship iure sanguinis. Additionally, municipalities may impose a maximum fee of €300 for requests for civil status certificates or extracts over 100 years old if they pertain to individuals other than the applicant. Applications will be deemed inadmissible if payments are not made correctly or within the deadlines set by the municipality.
Practical Implications
These changes result in increased costs for those seeking recognition of Italian citizenship iure sanguinis, both in Italy and abroad. Applicants must stay informed about the new fees and payment procedures to avoid delays or obstacles in the processing of their applications. Italian municipalities must also decide on the application of fees, defining the amounts within the limits established by the law.
